1. Help us to write a European Guide to Good Practice in KM!
In Sept 2002, CEN/ISSS launched its first ever KM Workshop. The
workshop is focused on contributing to the advancement of KM by
identifying and describing those practices and conditions which
enable small and medium enterprises to leverage knowledge
effectively.
The Project Team has launched a Call for Input, and is
particularly interested in receiving contributions in the
following areas of its work:
- Terminology - 30 key KM terms and definitions for SME leaders
- Frameworks - Holistic frameworks for KM
- Measurement - What to measure, and how to do it
- Implementation (in SME contexts)
- Case studies and spotlights on effective knowledge management in
SME contexts
- Organisational Culture - Organisational and cultural barriers
and enablers to effective creation, sharing and exploitation of
knowledge in business contexts.
The workshop will conclude with the publication of a 'European
Guide to Good Practice in KM' in 2003.

2. KA Meeting in Luxembourg 6 & 7th March
The Knowledge Angels (KA) are meeting in Luxembourg on 6th and 7th
of March for continuing their work to prepare a Network of
Excellence in the EC's 6th Framework Programme. More than 130
organisations have already expressed their interest in this
initiative which aims to take KnowledgeBoard as its core platform
and allows its 4700 members from research and industry to interact
around the Knowledge Economy.
KA's mission statement is:
- to develop and integrate research on the future of networked
organisations and individuals and the way they handle knowledge
- to make Europe lead the way in the Knowledge Economy by
facilitating a new way of researching and accelerating RTD
in Europe in a radically new type of Network of Excellence

3. KA RTD Areas - Draft Documents 1st Iteration
These documents describe the Knowledge Angels' RTD areas. They
are a snapshot on the status of the current discussion. They start
from the research recommendations, include the views collected at
the Berlin meeting, and the discussions held afterwards on
KnowledgeBoard and by email.

8. Theme for March: 'KM Made in Europe: 30 terms for 30
countries'
The next monthly Theme on KnowledgeBoard will be starting in
March. Titled 'KM made in Europe: 30 terms for 30 countries' it
will be dedicated to investigating and defining KM terminology.
Several events are going to take place during the month of March:
We will kick off this theme with a key note presentation
on the definition of knowledge by KM guru Karl Wiig (03/03/03 @
13.00 CET). We will also be holding an on line workshop to enable
you to present your questions about KM to another famous KM guru:
Prof Dr Karl-Erik Sveiby himself!
(19.03/03 @ 11.00 CET).
The point of view of KM practioners will be presented by Richard
Wout Steurs from KPMG in another key note presentation (25/03/03 @
11.00 CET). A first version of the European Committee of
Standardisation unified terminology will be made available on

9. The Value of Trust
Chris Macrae: 'do companies design into their organisations
rewards that positively discriminate towards trust in virtual
collaboration?'
Ivo Snijders: 'I believe that, somehow, visual contact, or at
least having seen the other persons within the community (pictures
and 'yellow pages' can help too) helps to develop trust.'
Mark Cole: 'This year's BBC Reith Lectures, delivered by Onora
O'Neill, looked at the question of trust. One interesting
conclusion that the philosopher drew was that structures designed
to enforce accountability (for example, 'command and control'
performance management systems, Government league tables, and so
on) actually serve to undermine trust. In essence, if things have
to be closely measured and monitored, then trust itself plays no
part in such an arrangement. '
Nick Kings: 'Trust cannot be built up without conversations;
conversations occur when real people from inside companies talk to
real people outside of the company shell. Conversations do not
occur between customer focus groups and marketeers.'
Spiro Raftopoulos:' Leaders always set the pace of trust...
in Scouts, in online communities, in the office... can we teach
'trust'?'
John Moore: 'Misplaced trust can be harmful; context is crucial.
In the Andersen example, yes some people trusted too much - but
other people did not trust their own instincts enough and blow
whistles sooner.'
Chris Macrae: 'I also believe that not too far in the distant
futures all organisations that survive will largely be open as
this is surely the only way that Drucker's knowledge workers will
be able to self-organise and take co-responsibility'

10. 'Emergent KM Research' - proposal from Quaerere to KAngels
Peter Troxler: 'I strongly support the idea of exploring current
research in humanities & social sciences (please don't forget
psychology) and integrate relevant output into our KM discussion -
- similarly to the approach sketched for RTD 8: Unlock Technology
Potential.'
Boris Wyssusek: 'I know that dealing seriously with methodological
issues is not something most researchers like that much. But if we
are about to develop a 'serious field of research & practice' then
we have to deal with these issues seriously. Otherwise the
established disciplines will turn away after they have realized
that we practice 'anything goes' in its literal meaning.'
Gary Lawrence Murphy: 'This proposal is very apropos for me at
this particular moment because we are currently exploring two
related deployments of 'community plumbing' to fold together
elements of the blog and elements of the portal for the purposes
of cultural survival.'
Peter Small: 'Biological systems are also a useful source of
inspiration for KM and knowledge sharing. Particularly relevant is
the principle of 'stigmergy', the system used by ants to exchange
information about the location of sources of food...Humans can use
stigmergy to far greater effect because with a computer
environment humans can use agents to work in complex landscapes
and leave highly complex trails.'
Ton Zijlstra: 'In my opinion KM should embrace its
multidisciplinarity because that's exactly what KM should do:
network-straddling. That's why I am suspicious of initiatives
where KM is proposed as a scientific discipline in its own right.
It is a discipline all right, the discipline of translating cross-
disciplinary insights into good practice for organisations.'
Chris Macrae: 'KM - of the search of network kind - must guard
against being appropriated by corporates for such as uninspiring
extraction of all human productivity. More that that it must
change measurement systems until they value human beings rather
than booking them in as costs to be cut down. The devil is in
accounting numbers; the angel is in contextualising human
connections.'
