Social challenges facing Latvia: problems of identification

This article aims to provide a venture, embedded in the rising foresight culture, on some options of societal changes in Latvia. Given the interdisciplinary approach, the considerations and outputs of this paper primarily reflect a set of ideas on current social, cultural, and economic issues in Latvia, basing on both empirical and qualitative information sources and collections, as well as the author's personal impressions and intuition.
In different cultures and societies the spirit of the times, knowledge and futures are seen in different ways; generally, we find particularities not only in societal practices between the Members and the Aspirants of the EU, but also in the competencies management, between advocates being pro and con the knowledge society, found in any group or community - even of the same ethnic origin - in all European countries.
In this article, current issues and interpretations have been tended to identification of trends, opportunities, risks, and options for acceleration of Latvia's development towards a knowledge-based Europe in medium-term future.

Next trick seems to be opening up power groups at the top rather like a Russian Doll until they see they have many dolls/molecules inside. All the way through to the smallest seeds or the greatest contextual nuances (those challenging the forefront of relevant innovation's conflict or listening to those in deepests sytemically related need)
Governments (worthy of their people) need to find & explore with this new 21st C map of being for and with the people (our real and virtual lifetime connections). Unless every molecule from the smallest community up is sustainabily interfaced with larger ones, then the development policies from the top are ruinous. And it makes life even more degrading if top people spend lots of the public's money shouting that their plans will work, when it is the people at the top that are defying nature's laws of networking and communal gravity. The British people's testimonies on how sick they are with government abusing the media our taxes pay for are a sight for any true democrat's eyes -whether your 2020 vision be local or global. I dont think British people are greater than any other but perhaps by making more of a mess with empires a hundred years ago than anyone else on the planet we have some common sense of learning, a desire to see cultures love each other truly but not from person to person, not just in political summit rhetoric. WE wish to collaborate, network worldwide towards this open connections vision
Its a deep pity that so few people at KB have studied Allee's exchange diagrams until they can visualise the open connectivities referred to above. Open exchanges are not the same map as closed process pictures drawn from the top. Open exchanges live as molecules concerned with quality of interfacing with bigger and smaller insides and outsides. Human relationship exchanges care about and commune around what future is compounding not only what we have extracted from the past. There may be a corrupt kind of knowledge age without visualising exchanges but there certainly is no open learning curve age. And if you look at the big visions promised our 25 countries for 2010 and 2020 they were not about corrupt knowledge ages but opening networks' and communities' learning multipliers.

Value systems and KM
People exist in communities – in the self-organising and adapting to environment (particularly to spiritual, ideological, economic, political meta-framework established in meta-society – in Eastern Europe that often means a national state).
Such "meta-companies" and interconnected and overlapping communities (see also community of one !) have their "system/systems of values".
I think that in many cases "knowledge" is not prioritised in the established and self-developing "systems of values" in a globalised world. Hence KM is to be elitist phenomena, for a few like the Lisbon strategy’s poor commitment to "knowledge and knowledge economy".

Arturs you mention 2 constructs community of me and knowlege as a flow.
Regarding knowledge as a flow, I value 3 multipliers first:
flows need to be open to work; close a flow and you start to destroy its value and life
flows only develop value in activating interactions; life is about connecting; no connections and a flow dies (it may burst, or pollute or...)
flows need a gravitational pattern; if you mix all the colours in the rainbow you get a mess; (multifacted and non-siloised knowledge of) selected interactions are what makes gravitational attractions/exchanges valuable
Regarding Community of Me, I would need to see more of your view of that. Personally, I believe the building block of all networks is the network of me or you. You and I know best who we know, what they are committed too, who has the courage to overturn what kind of wrong, who will work on an exponential that compounds great rewards over time but nothing immediately. We have muddled the hell out of people wherever we measure a communal construct as being performed over short periods, historic quarters separately. Communities nurture and thrive on compound exponentials and hi-trust patterns - the intangibles of Unseen Wealth. So I personally prefer to multiply the idea of network of me times community of whole. Commune does not exist without interactions/exchnages across people, whilst my network or yours exists while we enjoy life

General challenge: I see world's people facing...
Every "how do we build a better world for human beings issue" needs its own travel guide - literally connecting real world maps of how to meet people pioneering action projects and virtual web links. People in a city need to see for an issue who's most actively concerned and testing open projects. See a level up - say nationally. And then a level "inter" - all around the world. Seeing global-locally is where nature is more powerful than any science : how do holons, molecules spin all that life and cultures go on to create?
I'm told: real estate success is location, location, location. Then success in playing with nature (ie living) is connection, connection, connection. Good news for students of networks! Imagine a top 100 atlases of the world's on future issues that will most make or break humanity. WILL Latvia commit to being the world's editorial epicentre for one living issue? To be known as open sourcing a vitality issue, is to become the world's electronic POBox for developing that Atlas & destination people most travelled to for congresses and fringe festivals. Metanetwork: be an early pioneer of a vitality issue earns openly linking to all 100 atlases!
Why do opinion leading people block Living Atlases as KM's numero uno job description?
Some funded an issue being managed, controlled (spot the social control error- open conversation flows cannot be only top-downed). WHERE'S one usable example of a world activity atlas welcoming anyone who wants to get involved - connecting real meetings to people nearest them & extraordinary virtual learning conversations.
Problem 2: KM is clueless/snobby about markets. Partly correctly: market paradigms of a global brand needing a billion dollars a year of noise to stay in people's minds cannot work for conversing round the 100 vitality atlases globally most needed. But wherever a virtual community lurks & praises paucity of posting THEN that community is breaking the First Clue of Human KM. No openly innovative knowledge flows without conversational channels.
Will Latvia become a voice for youth and what education curricula young Latvians find most valuable to connect with the rest of the world whilst also being proud to redevelop Latvia? Openly designing a huge learning game... Why not: Science's wisdom spacemakers as people's vibrant storytellers not an elite's dusty paper writers?
Five years ago, I was briefed by the founders of this space :Value the http://www.cluetrain.com. I know 2 of the 4 people Cluetrain authors who developed that practice view of community. Celebrate people who volunteer to post because opening up missing atlases is where the race & space begins on all urgent human crises today. Zero need for people who empire build and take funds not to post openly.

To make Riga an epicentre of the world , I would give it a BHAG as #1 in visioning: Jim Collins & HBR calls it. You do this by open space surveys of citizens until they elect one. Crucial about a BHAG is that everyone knows its too big to do without collaboration, but everyone excited by seeing how cloes we can get to being the first to make it happen
I have conceptualised the open source example of ClubofRiga electing to be the world's first sustainability city though you can re-edit that if you all chosen a different BHAG
If you did elect being Sustainability City; we would send out posts to all the world's experts in sustainability to see who would help - in itself a wonderful gravitional exercise in developing a who's who activation network on a subject every person in the world will value more and more (by definition of sustainability)
The world would start coming to Riga to be close to the centre of the debate and benchmark the experiments that you were all trying
We would start a wiki or some such as what are the most crucial educational messages on sustainability that every child of 9 should have internalised for action, a more advanced set for every child of 12, 15 ,18 then harder for eg for the children of out 50s generation where the question is what fo kids of 50 need to unlearn before they can either commune or practice sustainability

This identification immediately explains why many races will need to confess that what they conceptualise as KM is at first practice diametrically the opposite of where Nonaka leads. The vast majority of methods first funded at KB were not directed at Nonaka's expectation, and because of this could never be navigated anywhere near the vision Lisbon promised us (all people of Europe).
I think I have only ever heard one American come up with a wholly practical way out of this mess of organisations (.gov as well as .com as well as .org) that have mechanised lots of unbeautiful and untrue KM, though happy if others sing in that they have too -its a deeply anarchaic seed to put back into an American business culture ruled by such ugliness as the economics of externalities. Anyhow Verna's idea is if you make the molecule of every organisation a value exchange map as opposed to a process map; then it is natural to picture an exchange like a roundtable where all involved in inputting knowledge/service or outputting (ie taking their stake) acknowledge each other by debating what could we each agree on valuing around this exchnage which would make it grow stronger over time rather than emaciate it
Intangibles like learning, being inspired by quality work and team cooperation, having a higher order vision than money alone do in hi-trust cultures(there is great spansih work on this to trawl) live up to the value Nonaka is talking about. They are what puts a company on a compound goodwill path from which all sides gain value.
The green curve not the red curve. And they are very people-centric and society-context enrichening multipliers that we should not expect machines by themselves to have any ability to deliver.
In effect they take us above zero sum rather than below it. And this was always the transformation from industrial age to knowledge working age that underpinned the 2010 vision of KM, and so I would imagine why the workinhg people of Europe fund this space with their taxes, and expect the EU to openly get back on track (rather than to betray the hopes for more humanly enrichening futures)
Doesn't our opportunity to practice other ways out of the mess all begin by openly confessing -in every context we can find to wake up our imaginations - that tangibles measure the wrong thing if you want KM to come alive in all the people.

I have been interested in futures networks since co-authoring a 1984 on the futures of networking: globally & locally, corporately & individually, economically & socially, innovatively and contextually, entrepreneurially & beyond any one orgnisation's remit. culture survey of origin
Probably the most interesting survey we can do of our diverse geo-origins (things that are both great opportunities and threats if we are to become an inter-networking species) is to out what seems to be a taboo from you origin
From my view of the west the great taboo is that because an organisation is big it is unquestionably efficient, productive, controling something worthwhile. This is nonsense unless you ask that organisation to continuously prove it lives a "do no evil" life- continuously searching out its next future conflict between different people whose lives it most impacts and transparently resolving that conflict before it compounds through the system.
We can define any organisational systems as diseased as soon as it lets one relationship conflict compound; in effect its goodwill - ability to be energised by trust wherever its influence flows dies like a hales comet descending in a most vicious badwill spin. So once a big organisation is compounding distrust, it will do untold harm first to the weakest people who unwittingly are contextually within its relationship trajectory.
The taboo thing is that you might hope in so-called free societies of the West that laws were there to help correct or get rid of organisations once they start compounding dis-trust. Unfortunately social lawyers eg http://www.thecorporation.com and ethical people have been reviewing this and the answer in the west is the exact opposite. See also http://www.weforum.org for the top people's spin on this. Laws are not avialable for protecting us when our biggest organisations go deviant. Worse, many big organisations have the biggest pockets to hire lawyers over time to twist the interpretaition of laws that had intended "do no evil" to work in reverse favouring those who want to profit through permissions to compound evil. It is this struictural fault in the West which is the main reason why whatever some extreme people in the East do to the West, any thinking Westerner needs to realise:
-we started compounding these vicious power cycles first
-it is up to ethical people in the west to change the laws that permit organisations to compound evil in non-transparent ways
-we have one ray of luck right now- the only organisation to have compounded 30 bilion of wealth in the last 5 years (as we see what networking can do) does so with a "do no evil" identity (at least better than any other 30 billion dollar organisation I can think of- though I am delighted if people nominate other benchmarks)

Let's untaboo it
To offer knowledge conversation on futures (potential, possible, preferable etc.) one-to-one, groups-to-groups, officials-to-citizens etc. is almost taboo.
In my view the human race stops developing , learning, knowing anything innovative as soon as people feel afraid to hold future debates. Does anyone have a taboo context, and if so why not untaboo it at knowledgeboard?
Alternatively we could start by asking what reasons makes a subject taboo to discuss the future of? As long as participants care -and indeed are impacted by the context - I just dont know of any good reasons?
The most dangerous thought control in the world is where people are or feel no longer permitted to ask questions. And genuinely raised questions are our future. But regarding the transparency of a future debate, if someone funds a specific context, the question of what that funder wants may need to be the first question people start with otherwise the time they spend in that debate and any representation of its conclusions needs to be firstly understood by the constraints imposed by he who paid for that future's free lunch.
Foresight: bottom-up

Individual Foresight means to build strategic thinking capabilities. Firstly, as I guess, a question being asked both to a man from establishment ( in the West Europe or Latvia) and ‘knowledge workers’ could be about my, his, her understanding and application of PKM in the knowledge-based age. Particularly, if the person pretends to be between leaders of nation, industry, community, paid by taxpayers. PKM and KM for individual strategic thinking and collective foresight exercises – these topics are between crucial ones to start foresight networking. We know that people like serious conversations on the past, the present, they used to do this from early years. To offer knowledge conversation on futures (potential, possible, preferable etc.) one-to-one, groups-to-groups, officials-to-citizens etc. is almost taboo. Perhaps we can rethink a challenge to manage and advance a particular type of conversation as ‘learning magnet’ that would lead to more sustainable strategic thinking, strategic planning, strategic actions and development.
where does one ,link to foresight networks
Your article pleas for more understanding of foresight and investment by the EU in this area. Can you tell me where we find some of the people who you expect to be in such a network or indeed whether they are online somewhere already?
When it comes to foresight on what networks will do I have been studying as well as predicting openly for 21 years on that but then I come from a few particular views:
-you can see change is happening somewhere, and that systems are reolving unstoppably and humanly that way
-its vital to give priority to conversations of such movements, the most particularly where the current establishment is being asked a big question on behlf of humanity
This leads me to make a guess that foresight groups sponsored by establishment bodies like the EU are walking into one of 2 things
-brave debates
places where foresight will be drained out of them
Any comments of experiences counter or confirming this guess
